Who is behind Match Fixing in India?

An Interpol report indicates that the biggest threat to Sport, globally, in the 21st century, is Match fixing. With no law in place criminalizing Match fixing in India, is there a probability of many sports coming under the radar of Match fixing & Spot fixing. With the private franchise leagues mushrooming across different sports and different cities, is the Sporting environment in India depriving an innocent fan of the true spirit of the game!!!.
