The former India captain Bhaichung Bhutia said that India must introduce the promotion-relegation system with a bigger pool of teams, hinting that merger of I-League and Indian Super League is the way forward. Bhutia did not say it in as many words but it appeared he was not against the idea of a merger to settle the controversy surrounding the ISL and the I-League.
